February 6, 2017 RAD IS HERE!!!!

RAD is an acroynm for Rental Assistance Demonstration and is a new program offered by HUD which serves as an alternate to the Public Housing Program.  Cumberland Housing applied to HUD in November 2015 to convert all five of our Public Housing development over to the RAD program.  On January 10, 2017, HUD announced that the applications for Fort Cumberland Homes and John F. Kennedy Homes had been approved to begin the conversion process.  The process of conversion will take several months and final plans will not be confirmed until late 2017 or spring of 2018 at the latest.  For more information on the RAD program click here for the RAD Information Notice which has been provided to all current residents.

Cumberland Housing looks forward to completing the conversion process and improving the appearance of the developments in our portfiolio.through a major renovation project.  The end result will continue to meet our mission of providing safe, modern and affordable housing to the residents of Cumberland. The following meetings are being conducted to give residents of any development the opportunity to attend and ask questions, voice concerns or listen to information provided.

November 15, 2016 HUD Names Cumberland Housing a High Perfoming Agency

HUD has announced that the Housing Authority of the City of Cumberland has once again been awarded the High Perfoming agency status for the 2016 fiscal year ending April 30, 2016 with a rating of 95%.  Cumberland Housing is proud to have accomplished this High Performer rating continously since the inception of the assessment program in 1998.

The HUD Public Housing Assessment System (PHAS) is an assessment tool used by HUD to measure the performance of the operations of a Housing Authority.  PHAS helps the delivery of services in public housing and enhances trust in the public housing system by providing a management tool for effectively and fairly measuring the performance of a Public Housing Authority in essential housing operations. 

The assessment covers four areas: 

1) Physical Assessment which is an onsite inspection of the physical housing developments owned and operated by Cumberland Housing utilizing the stringent Uniform Physical Condition Standards (UPCS) protocol performed by a HUD contractor; 

2) Financial Assessment which is reported through an online reporting system with verification performed by an outside auditing firm from Delaware.  This assessment measures the Debt Service Coverage, Net Assets and  the ratio of income to expenditures;

3) Management Operations Assessment is performed through the HUD on line reporting systems that the Housing Authority is required to use and measures Occupancy Rate, Accounts Receivable, and Accounts Payable and is verified by the auditing firm during their two week on site review;

4) Capital Fund Program Assessment which measures the timeliness of Capital Improvement projects and the use of Capital Funds awarded to the Housing Authority.
